This is a good idea in a democratic and benevolent society and a bad idea in a totalitarian society. In the future more benevolent and democratic society we'll all have implanted chips with a DNA I.D. and GPS which can be read for medical emergencies or to locate missing/unconscious people or to identify unidentified remains.

Again, not in this society, not when gathering and dispensing the info on anyone's chip can be used for nefarious purposes.
Not in a country that feels the need for 16 intelligence services and a trillion dollar "defense' budget. Not in the American Empire NO.
But on an Earth with a democratic and benevolent society, absolutely.
No more lost kids, no more unidentified remains, availability of a person's medical problems for emergency responders, easier ATM access, secure area access and there are probably a lot more I'm not thinking of this moment..
I think that perhaps in the near future we will all be required to carry a cell phone with us at all times.
But with regards to truants it seems to me that it isn't the States responsibility to get your kid to school. It's the parents responsibility... and after 8th grade it is the student's responsibility. If the student does attend, or fails two years in a row... then that kid ought to be expelled.

I can't see it being used for any other purposes.
Speak out against the government for example and they simply 'switch off' your chip and you can't even buy food. Absolute power corrupts absolutely.
