Sad but true...my guess most belong to a caste called the "untoucgable" or Dalits.
The IMF/WB does that to whole nations in Africa.
In America its called the" war on drugs" the old civilizing the savage thing, and the prisons are the new plantations were those "targeted" are given the Jobs they cannot get when free for next to nothing as pay.
