HB 87 – The Georgia Illegal Immigration Reform and Enforcement Act of 2011
NOTICE
The above mentioned Law and following proposal is set to take effect on July 1, needless to say the law is what it is but the proposal is "deeply misguided and fundamentally, morally and socially unconstitutional”. Those who may have seen this on the news or read it online please don’t be fooled by its introduction. The devil is in the details. Although it may have been presented as a voluntary program there are several negative ramifications and consequences that exist if those on probation, parole and in prison do not participate. This is a flagrant and offensive attempt to re-institute slavery in 2011.
After researching the law and proposal, it’s obvious that the benefactors of this tri-lateral relationship between farmers, parolees, probationers and inmates are the farmers and the state of Georgia once again. Under GA Governor Nathan Deal’s proposal the state will forcefully collect all fines, probation, parole and court cost at the same time collect state taxes on each dollar earned and transferred in this agreement.
Here’s how this works, HB 87 – The ‘Illegal Immigration Reform and Enforcement Act of 2011’ requires private employers in the state with more than 10 employees to check the immigration status of new hires using E-Verify, according to a press release from the Governor’s office. This requires employers to use E-Verify to screen its applicants and employees citizenship status.
For those who are not aware E-Verify is a computer database system that systematically verifies ones legal citizenship. However, the proposed implementation of these laws has created somewhat of a problem for Georgia’s vested economic interest in agriculture. Many of those that migrated to the US, and worked on the farms picking and planting have since abandoned those positions. The owners of those farms have complained to the state government that the proposed implementation of HB 87 and the consequences for them breaking the law by hiring illegal aliens has and is ruining their business and expressed that they will experience tremendous revenue losses as a result and are now left to re-staff their businesses in effort to survive in this economy like the rest of us.
As a solution to this problem Georgia Governor Nathan Deal has proposed that probationers, parolees and prisoners do the work and pick, plant and work the fields for the farm owners and the State of GA to protect its vested interest in its agriculture revenue. Now this coupled with the facts that a recent study has shown that there are more African American males incarcerated than were enslaved in 1850. Many who understand that the wealth of this country was acquired through free labor (slavery) and the recovery of it will require the same. Although the 13th Amendment to the Constitution of the United States concerning the abolishment of slavery reads:
<span style="font-weight: bold">Amendment 13 - Slavery Abolished. Ratified 12/6/1865
1. Neither slavery nor involuntary servitude, <span style="text-decoration: underline">except as a punishment for crime whereof the party shall have been duly convicted</span>, shall exist within the United States, or any place subject to their jurisdiction.
2. Congress shall have power to enforce this article by appropriate legislation.</span>
I’m confident you will agree that Georgia Governor Nathan Deal’s proposal is deeply insulting, fundamentally, morally and socially unconstitutional and that implementation of this policy will set the progress of the African American back 100 years.
