His degree programs are in social work and sociology. Jobs in these categories pay upward of $60K per annum. If that's the work he is in then I would say he is making the average income for his degree profession. Unless he is highly skilled and in an executive leadership position, the salary scale would be more than the average.
Nowadays, it is better for a working adult to get a professional certification within their field over a degree. From my own experience, getting a PMP was more worth it over the time and $ spent on a masters degree program w/focus in project management.
