Dear Sir/Madame,
On behalf of the Honourable Bob Rae, I would like to thank you for taking the time to write and for sharing your concerns regarding Canada’s role in Libya.
The events in Libya are part of a broader transformation of the Arab World, which has seen the people of Tunisia and Egypt oust their former rulers. Libya, however, has collapsed into a protracted civil war,<span style="font-weight: bold"> as Moamar Qaddafi continues a brutal suppression of the Libyan people. We believe that Canada must help to protect Libyan civilians from Qaddafi’s attacks which have continued despite the will of the international community.</span>
The Liberal Party supports the international efforts currently underway in Libya and we support the implementation of United Nations Security Council Resolutions 1970 and 1973 – in particular, the two stated goals: to protect civilians from imminent threat, and to impose a “no-fly zone” over Libya.
However, while we support the military mission we continue to believe that it should be accompanied by diplomatic and political outreach. Canada can play a significant role in <span style="font-weight: bold">the necessary rebuilding of the Libyan political structure.</span> The Liberal Party supports an increase in Canada's humanitarian assistance to civilians in Libya, <span style="font-weight: bold">so that we can continue to give the people of Libya the means and tools to rebuild their country.</span>

Au nom de l’honorable Bob Rae, j’aimerais vous remercier d’avoir pris le temps de nous écrire pour nous faire part de vos inquiétudes concernant le rôle du Canada en Libye.
Les événements qui se déroulent en Libye s’insèrent dans une transformation plus large du monde arabe, qui a vu les peuples de Tunisie et d’Égypte évincer leurs anciens dirigeants. La Libye, toutefois, a basculé dans une guerre civile prolongée, alors que Moamar Khadafi continue de réprimer brutalement le peuple libyen. Nous croyons que le Canada doit protéger la population civile libyenne des attaques de Khadafi qui se poursuivent malgré la volonté de la communauté internationale.
Le Parti libéral appui les efforts de la communauté internationale actuellement déployés en Libye et la mise en œuvre des résolutions 1970 et 1973 du Conseil de Sécurité de l’ONU – en particulier les deux objectifs déclarés : protéger les civils d’une menace imminente et imposer une « zone d’interdiction de vol » au-dessus de la Libye.
Par contre, bien que nous soutenions la mission militaire en Libye, nous continuons de croire qu’elle devrait s’accompagner d’une ouverture diplomatique et politique. Le Canada peut jouer un rôle important dans la reconstruction nécessaire de la structure politique de la Libye. Le Parti libéral appuie une aide humanitaire canadienne supplémentaire aux civils en Libye, afin de pouvoir continuer à donner au peuple de la Libye les moyens et les outils nécessaires pour rebâtir leur pays.
