as garvey said- power is the only argument that satisfies man;

the world powers know the caribbean & africa are weak so they can basically say

Don't forget Somalia.
The Somalians caught western companies dumping toxic waste off its coast. The Somalians demanded some kind of compensation, which lead to them being called pirates.
