The US$800 ($68,759) spent on airfare and reservation for a person to collect a plaque has caused discontent at the Portmore Municipal Council in St Catherine.
It was revealed at the general council meeting on Wednesday night that the female, who lives in America, is to arrived in Jamaica on Heroes Day.
"This is just not acceptable. The taxpayers should not be paying airfare for a person to be flown to Jamaica to collect a plaque," Councillor Shane Dalling of the Westchester division said.
Dalling said; "There is not enough money to undertake that level of expenditure. The man has a son in Kingston that could come and collect the plaque. There is no need to waste taxpayers money. It is unfair."
Chairman of the PMC finance committee, Councillor Owen Saunderson, endorsed the funding of the trip.
The civic ceremony will be held on the grounds of the Municipal council at the Portmore Pines Plaza.
