A Windsor Locks couple has been charged by federal officials with discrimination after they refused to allow their tenants to sublease a house to an African American woman and her two children.
Merline and Clifton Hylton have been charged in an administrative complaint by the U.S. Department of Housing and Urban Development with violating the Fair Housing Act when they would not allow the subleasing of the house, also in Windsor Locks.
The tenants, who moved into the house in May 2010, notified Clifton Hylton that they wanted to terminate the one-year lease after a month but said they would find someone to sublease the property for the remainder of the lease. When the tenants did, they allege, Clifton Hylton asked if the person was white. He rejected the prospect because the woman was African American and "he did not want too many blacks at the property" and that "the neighbors would not want to see too many blacks there," according to the complaint.
Clifton Hylton, who manages the rental house, and Merline Hylton, who owns it, are African American.
Merline Hylton answered the door at the couple's Meg Way home in Windsor Locks late Tuesday afternoon but declined comment. Clifton Hylton, who denied the charges to HUD, couldn't be reached. The names of the tenants and the woman who wanted to sublet, who are the complainants, were redacted from the complaint at their request, HUD officials said.
The tenants allege that Clifton Hylton told them the only reason the Hyltons rented to them was because they were a biracial couple, one African American and one white and it was "a good mix."
Clifton Hylton told the tenants that they would need to find "good white people that could afford it because [the woman] is not going to be able to pay."
The tenants moved out of the property in July 2010, and have not been able to get back their security deposit, without explanation, according to the complaint.
The Hyltons could face fines and other monetary damages <span style="text-decoration: underline"><span style="font-weight: bold">as well as being ordered not to discriminate.</span></span>
