PNP Gov't to engage Derek Latibeaudiere

Former Governor of the Bank of Jamaica (BOJ) Derek Latibeaudiere will be engaged by the People's National Party administration.

Dr Omar Davies, head of the transition team responsible for overseeing the take over of Government by the Simpson Miller led administration, said Latibeaudiere has a wealth of knowledge and experience that cannot be ignored.

Davies, however, declined to say in what capacity the former governor will be engaged.

Latibeaudiere was BOJ governor between 1996 and 2009, when he was relieved of his duties after a dispute with the then Jamaica Labour Party government over his compensation package.

Former BOJ Governor speaks on IMF agreement

Former Governor of the Central Bank Derick Latibeaudiere believes the new People’s National Party administration should seek an extended fund facility instead of a new standby agreement with the International Monetary Fund (IMF).

The current standby agreement expires in May.

An extended fund facility allows for the repayment of an IMF loan up to ten years after the agreement is signed while a standby agreement dictates that the IMF loan must be repaid within five years.

Lattibeaudiere says the PNP must seek early to find out the issues affecting the current agreement as well as get the IMF’s perspective on the matter.

He says the PNP must then hear from the IMF how the programmes it proposes will meet the government’s objectives.

Lattibeaudiere says while it would be ideal that an agreement is inked before the next budget, it’s unlikely given that the real issues affecting the agreement are not known.

The former central bank governor also says the government must be prepared to confront its resource constraints.

Gov’t committed to low inflation and interest rates

MINISTER of Industry, Investment and Commerce, Anthony Hylton, has assured that there will be no return to a regime of high interest rates, emphasising his administration’s commitment to policies, which will achieve low interest rates and low inflation.
The minister’s reassurance was in response to concerns raised by immediate past president of the Jamaica Manufacturers’ Association (JMA), Omar Azan during a visit by representatives of the organisation, to the Ministry yesterday.
According to Azan, anxiety of a return to high interest rates has been triggered by the stated “possible reengagement” of the previous Governor of the Bank of Jamaica, given the rates of interest that prevailed during his tenure.
However, Hylton emphatically dismissed the issue of a high interest rate policy, noting that “there is no such policy position… I am not aware of it and I have been in all the discussions”.
The minister said that it is worth remembering that “these things (moderation of interest rates) occurred in a context”.
“We have had significant structural adjustments …not the least of which was the JDX (Jamaica Debt Exchange) which happened in a particular context. Those decisions having been taken and the structural adjustments that were made…I don’t see anyone working to reverse those adjustments. What we need to do is to take advantage of (the adjustment) for which all of us as a population paid a tremendous price,” he said.
The minister explained that “the structural adjustment occurred in significant ways and nobody in this administration is working to reverse any of that<span style="font-size: 14pt"><span style="font-weight: bold"> because a person would be crazy to think that a high interest rate policy is desirabl</span>e”.</span>
Hylton further stated that he was unaware of the role that the “particular individual will play…but I think that everybody accepts that a low interest rate regime and a low inflation rate policy is desirable.”

The concern was no doubt triggered by the fact that Omar 'RunWidIt' Davies was quoted in the press as saying that he thought interest rates were artificially low. Then there was the push to reengage Latty's services - in what capacity we do not know yet. So the business community is starting to get jitterish. You would thing Omar would have his hands full with the transport ministry but he is already dipping his mouth in the finance ministry - no doubt wishing he was back in the saddle as finance minister. Hopefully Phillips will ignore him and any advice he should send his way. BTW who is now the deputy PM? I thought for sure it was Phillips but I learned today that that is not the case.
