you may contact Global Volunteers. They also have a division in Jamaica, St. Lucia, and Costa Rica. They accept the skills set of anyone....construction, landscaping, teaching, cleaning, etc. they do have a fee (which is 100% tax deductable). but for those interested in serving and that dont have the funds...they do have grants to cover travel expenses.
How long you stay depends on how much time you have and what they have going on.

Unless stated elsewhere, I am having a hard time believing this young person is of African descent. If that were the case, he would have found a way out of no way, instead of taking this route, but hey, it was not just the boat ride why we ended up where we did...or was it?
