Look at it from an historical perspective.
Most people agree today that Hitler burned down the Reichstag to blame Jews and Leftists and impose Martial Law.
Operation Northwoods: In 1962 the Pentagon had plans to blow up a civilan jet and blame Castro. This is documented in the US National Archives.
The USS Liberty was bombed in 1967 by Israeli fighter jets. Egypt was supposed to take the blame and the US was supposed to invade.
There are numerous examples of this kind of strategy.
