Daddy says that the dance the Hemsley used to do is actually one of the neighborhood-regional-specific versions of a dance movement with black roots circa late 1940s/early 1950s, called "the Slop". but Sherman Hemsley's style, Daddy says, screams South Philly... it incorporates the Philadelphia Mummers Strut steps that I recognized as such. So, Hemsley must have been from (or learned the Slop in) South Philly! :-D
