If it was their birth child the reactive attachment disorder would not have been an issue. When a child has been abandoned (ie to the orphanage) and then has to adjust to a new family, the older the child, the greater the issues with attachment. How were the children treated in the orphanage being one of many kids? The younger the child, the easier the attachment.
I am sure she really tried but realised she did not have what it takes to parent the girls.
