possibly, he does have big physique and don't know they would have been able to tailor something for his body just for the photo shoot. possible also that the vest looks that way because of the way he is sitting.

i studied art, but that's neither here nor there. i've been hanging around few style forums lately. phelps' position, which the photographer would have directed, is intended to show him relaxed and at ease with luxury. </div></div>

...and the fluffed up hair and facial expression (honestly I would never have recognized him)....
