The same could be applied to THC levels of ganja by the growers. There are very sophisticated techniques used to grow ganja in the US, with different levels of THC. A ganja smoker would know their limit after the use of products with varying levels of THC.
The government should regulate it the same as alcohol. Collect the taxes on sales as they do on any other business and move on.
Opiates are a another story. The Swiss approach is the best. Supply the addict with the drug. It eliminates the criminal element, and the cost to a society is lower.
