An FBI investigation that led to the resignation of CIA Director David Petraeusalso turned up evidence that Gen. John Allen, the top U.S. commander in Afghanistan, was exchanging potentially inappropriate emails with a Florida woman involved in the scandal, Pentagonofficials said.

Defense Secretary Leon Panetta said in a statement early Tuesday morning that he had ordered an investigation of Allen after the FBI informed the Pentagon it had uncovered thousands of pages of emails between Allen and Jill Kelley, a 37-year-old who has been described as an unpaid social liaison

Kelley's complaints to the FBI that she had received anonymous e-mails warning her to stay away from Petraeus led the FBI to open an investigation that ultimately traced the e-mails to Paula Broadwell, Petraeus’s biographer, who was involved in an affair with Petraeus. The latest twist in the scandal investigation, coming only days after Petraeus, a retired general, resigned as CIAdirector after admitting he had had an extramarital affair, has thrown President Obama’s national security team into turmoil and focused attention on the private lives of the nation’s most senior military commanders.One official said that Allen, who is married, had denied having an inappropriate relationship with Kelley, who is married to a Tampa doctor and known among officers at Central Command for hosting social events and for forging social ties with top commanders in Tampa. Allen was deputy head of Central Command before taking command in Afghanistan last year.

Officials refused to describe the nature of the emails between Kelley and Allen, who replaced Petraeus as the top commander in Afghanistan and was nominated in October by President Obama to be Supreme Allied Commander in Europe. Panetta asked the Senate to place Allen's nomination on hold until after the investigation is complete.

Petraeus and Broadwell apparently used a trick, known to terrorists and teenagers alike, to conceal their email traffic, one of the law enforcement officials said.Rather than transmitting emails to the other's inbox, they composed at least some messages and instead of transmitting them, left them in a draft folder or in an electronic "dropbox," the official said. Then the other person could log onto the same account and read the draft emails there. This avoids creating an email trail that is easier for outsiders to intercept or trace.

The widening scandal surrounding David Petraeus' affair has come to center not only on his mistress, but another woman -- described as a Tampa socialite -- whose relationship with the key players has raised tantalizing questions. Jill Kelley is a well-connected housewife who lives with her surgeon husband in a Florida mansion where they entertain the military's top brass. The 37-year-old mother of three is also a close family friend of Petraeus, 60, and according to sources regularly went shopping with the retired general's wife of 37 years, Holly.
Practically every recent development in the case seems to somehow involve Kelley.
Emails sent from Petraeus' biographer, Paula Broadwell, to Kelley ultimately led to the FBI's discovery that Broadwell and Petraeus were having an affair. Further, the FBI agent Kelley originally alerted about the emails was later taken off the case after concerns about his conduct, Fox News has learned -- including accusations that he sent shirtless photos of himself to Kelley.
But in the latest revelations, federal authorities are now reviewing between 20,000 and 30,000 pages of "potentially inappropriate" emails and other communications between Kelley and Gen. John Allen, the top U.S. commander in Afghanistan. That's an average of at least between 27 and 41 pages of emails a day.
The nature of those emails is unclear, but apparently serious enough to merit an internal Pentagon probe. A senior defense official said that some of the documents and emails, many of which are emails sent from 2010 through 2012, were "flirtatious."
The emails would have spanned Allen's time as the deputy commander of Central Command in Tampa and his tenure as commander in Afghanistan, which began in July 2011. Allen's nomination to become the next commander of U.S. European Command and the commander of NATO forces in Europe has since been put on hold.

Allen, who is married and was in Washington this week for his now-delayed nomination hearing, denies wrongdoing.

Kelley, meanwhile, has hired high-profile attorney Abbe Lowell, who previously represented disgraced Democratic presidential nominee John Edwards. Calls seeking comment from Lowell on Tuesday were not returned.
Sources close to the family told Fox News that Kelley, an unpaid social liaison to the military's Joint Special Operations Command in Florida, was not having an affair with Petraeus.
Still, it appears Broadwell suspected something was going on behind the scenes. In one of the anonymous emails allegedly sent by Broadwell to an account shared by Kelley and her husband, she claimed to have seen Kelley touching "him" -- an apparent reference to Petraeus -- provocatively underneath a table.

Rich, i think they were initially investigating this as a security breach. they got notified that someone was receiving harassing emails from Petraeus, which were not being sent, they found out, by Petraeus himself. If i recall correctly, they traced some of the email back to Broadwell's computer (because it's a gmail acct?), and i suspect they would have then had cause to get access (perhaps by warrant, as you and kia have suggested) to her puter.

Allen conducted a lot of legitimate business. She did a lot of work with CENTCOM, including Wounded Warriors and such," the official said. "It could be that 29,900 of the documents are legitimate business, and the few remaining raise a few eyebrows."The potentially inappropriate messages were "flirtatious" in nature, a defense official who has been authorized to speak on the matter told CNN."There was no security information exchanged, there was nothing hateful in the messages," that official said. "It was not threatening.".

Allen could be under investigation due to military code of conduct violations with the email but it dont sound as if Kelly complained about Allen

I understand. But this means that she did not object to Allen's LONG and titillating emails which would lead me to believe they were having an affair.

i think that's correct kia. what i find intriguing is the emerging profile of kelley. (not counting husbands) broadwell is connected to the one man - petraeus. kelley, on the other hand, is connected to three - petraeus, allen and the fbi guy who sent her topless images. gossip sites are now focussing on her, and seeing if that if there's more to the story, it's going to come from that side. especially as she has hired some big shot lawyer and pr firm.

and we not even get into the fact that both petraeus and allen have written character refrerences for kelley's apparently crazy twin sister.
