But the big thing that he did was ask a fundamental question on Mr Garvey....

(a) Haiti was a very complex society with multiple coups, assassinations, plots and counterplots by a variety of revolutionary groups in a generally unstable political environment and who would not have been particularly inviting to outsiders who may have added to its instability by stirring up the peasantry and posing a threat to their quest for control of the population (b) The Haitian economy and it's political elites were controlled by Europeans (primarily Germans) (c) Haiti was under US military occupation when the UNIA began it's expansion into the Caribbean and (d) there was a language barrier.
