Looking Past Sex Scandal, South Carolina Returns Ex-Governor to Congress



Mr. Sanford, the former South Carolina governor once so tarnished by a spectacular lie about an affair that few expected him to recover, is now headed to Congress.About 55 percent of voters in South Carolina’s First Congressional District forgave the man who turned “hiking the Appalachian Trail” into a euphemism for infidelity, giving him a nearly 10-percentage-point win over his Democratic opponent, Elizabeth Colbert Busch.
In his victory speech, Mr. Sanford promised to be a “messenger to Washington, D.C.” Then, after introducing one of his sons and his fiancée, Mariá Belén Chapur, who had just flown in from Argentina, he spoke of the redemption he had found on the campaign trail.
“I am an imperfect man saved by God’s grace,” he said.
For voters, his hawkish views on federal spending, his experience and his promise to fight President Obama outweighed any personal transgressions.
“He took a couple of years to reflect, and now he just wants to get back to work,” said Tom Lewis, 47, a Sanford voter who considers himself a libertarian. “They’ve just got to reel it in in Washington.”
Still, even until the last moments of voting, it appeared that Ms. Colbert Busch, a political neophyte, stood a solid chance of becoming the first Democrat this conservative coastal district would send to the House in more than 30 years.
Not only did she have nearly $1 million in financing from the national Democratic Party and fund-raisers hosted by her famous brother, the comedian Stephen Colbert, but she also had the support of women who might have otherwise voted Republican.
“I’m still not sure I know exactly what she believes in, but integrity matters more than anything to me,” said Suzanne McCord, 53, a conservative who had never before voted for a Democrat but found Mr. Sanford’s behavior too distasteful to forgive with her vote.
In the end, however, government spending beat out a messy personal life.
“I’ve got a lot of problems with Sanford, believe me,” said Jennifer Kavanagh, 42, a real estate agent. “I’d have preferred to have another Republican, but I just don’t agree with the way Democrats are spending.”
The race, soaked in personal drama that many have found similar to — and even more engaging than — reality television, received enormous media attention.
In 2009, Mr. Sanford had appeared to commit professional suicide by covering up a trip to Argentina to pursue the woman he would later call his soul mate with a story about hiking the Appalachian Trail.
His wife, Jenny Sanford, divorced him, and he faced impeachment before limping through the end of his term in 2011.
Mr. Sanford’s political comeback could have been crafted only by a veteran, as Mr. Sanford is. He has never lost an election, and from 1995 to 2001, he held the House seat he just won, back then riding a wave of Republican power led by Newt Gingrich and articulated by the party’s Contract With America.
The seat opened up in December when Gov. Nikki R. Haley appointed Representative Tim Scott, a favorite of the Tea Party, to replace Jim DeMint in the Senate. Mr. DeMint had stepped down to run the Heritage Foundation.

This is a man who, faced with 37 ethics charges related to his personal travel and use of campaign funds, paid $74,000 to settle those charges and avoid a hearing. As governor, he spent more than $468,000 on state-funded travel, including $44,000 on business- and first-class tickets. He had a state plane take him from Myrtle Beach to Columbia so he could get a haircut. The haircut was at a discount salon, but the plane trip cost $1,265 in public money to avoid a three-hour drive. In total, Sanford used state planes more than twice as much as the two previous governors combined. Oh, and his affair and his abuse of travel expenses also collided: Sanford ultimately repaid the state for what had been a state-funded trip to Argentina during which he spent time with Maria Belen Shapur.

This is the record he's describing as "The one place I didn’t ever fail was with the taxpayers" and "a fairly remarkable consistency in trying to watch out for the taxpayer"? Those claims should alert South Carolina voters that Sanford's problems aren't only with cheating on his wife, or leaving the state without leadership so he could carry on an affair, or even with all those travel expenses for hair cuts and soccer games and donor birthday parties. No, Sanford has a fundamental problem with honesty, and he's using the fact that he was ultimately forced to confess his adultery to try to distract from the fact that he's still being dishonest about his use of public money.
* Admittedly the Appalachian Trail doesn't go through either South Carolina or Washington, D.C. This means Sanford may need transport to and from the trail at each end, which means we're once again talking about who's going to pay for Mark Sanford's travel. Uh oh.

The Argentinian journalist at the center of the extramarital scandal that nearly toppled him from the governor’s mansion four years ago made a brief appearance to celebrate his win in a special election for Congress. The Associated Press reports that Chapur — now Sanford’s fiancée — left after his victory speech, so there was apparently only time to catch a couple of quick photos of her and nothing of them together (unlike the photos from his primary election party).Maria Belen Chapur at Sanford’s victory party Tuesday. Other than thanking Chapur and his eldest son for their help, Sanford addressed the scandal obliquely in his speech. “Some guy came up to me the other day, and he said, ‘You look a lot like Lazarus,’ ” Sanford said, reports our colleague Karen Tumulty. “I am an imperfect man, saved by God’s grace, and one who has a conviction of the importance of doing something about spending in Washington, D.C.”
Chapur still lives in Argentina. Unclear what the plans are for joining her fiance in Washington and/or his district.

Mark Sanford Fiancee: Who Is Maria Belen Chapur?

Former South Carolina Gov. Mark Sanford won the GOP nomination in the race for an open House seat in his state Tuesday night, and in a rare public appearance, his fiancee, Maria Belen Chapur, stood by his side during his victory speech.
According to the Post and Courier, Chapur is only visiting from Argentina for a short while.
So who is the woman at the center of the 2009 scandal that derailed Sanford's political career?
In June 2009, Sanford, then governor of South Carolina, disappeared for several days, claiming to be on a solo hiking trip along the Appalachian Trail. It was soon revealed that the hike was a cover-up -- Sanford was in fact headed to Argentina to visit Chapur, with whom he had been having an extramarital affair.
Shortly after the affair became public, Sanford tearfully confessed his infidelity and his wife, Jenny Sanford, filed for divorce. The former first lady of South Carolina saidshe knew about the affair months before its public revelation.
In August 2012, Sanford revealed that he and Chapur are engaged, but still little is known about Chapur's identity. According to Time magazine, Chapur is in her forties and is a former TV reporter.
Sanford and his fiancee rarely appear together in public. Until Tuesday's election night festivities, Chapur was nowhere to be seen during Sanford's redemption campaign.
