It is understood that the panel will comprise former chief justice Lensley Wolfe, Major General John Simmonds, the former chief of staff of the Jamaica Defence Force, and Dr Aggrey Irons.
The 31-year-old Campbell Brown had earned a bye in the 200m to this year's IAAF World Championships in Moscow, Russia, after winning the event at the previous staging two years ago in Daegu, South Korea but was suspended after accepting the finding of the B sample in June.
The athlete, who has won nine individual medals at the Olympic Games and World Championships, was one of several high-profile Jamaican athletes to test positive for a banned substance this year, as former World Record holder and World Championships bronze medallist Asafa Powell and Olympic Games silver medallist Sherone Simpson also tested positive for a stimulant at the JAAA National Senior Trials held in June.

MONTEGO BAY, St James — The hearing into the positive drug test returned by multiple global gold medallist Veronica Campbell Brown is expected to continue this morning at a private property on Balmoral Avenue in Kingston.
The hearing, which is being held away from the media and public, was expected to get under way yesterday, but was adjourned after a few hours when it emerged that the Jamaica Athletics Administrative Association (JAAA) was not prepared to proceed.

Hearings into doping allegations are usually held at the Jamaica Conference Centre in downtown Kingston, but yesterday's, which has attracted international attention, was moved to the private location.
However, Dr Warren Blake, president of the JAAA, said that having hearings at private locations were not unusual.
Dr Blake was quoted by The Associated Press as saying he had no idea how long the hearing would take and promised that a release would be sent out at the end of the proceedings.
The 31-year-old Campbell Brown failed a drug test at the May 4 Jamaica International Invitational, an IAAF World Challenge meet held at the National Stadium, and subsequent to that was suspended from all athletics competition.
Sources close to the proceedings said last night that expert witnesses are expected to be called soon, maybe as early as today.
She is being represented by a powerful team of lawyers, including former Prime Minister PJ Patterson, and high-profile American attorney Howard L Jacobs of California in the United States.

Embattled Jamaican sprinter Veronica Campbell-Brown has put together a high-profile team of legal representatives as she begins her fight to clear her name and prevent a doping ban. However, the case has already been hit by several roadblocks.
Former Jamaican Prime Minister Percival James Patterson, a lawyer by profession, and high-profile overseas attorney Howard Jacobs led Campbell-Brown's defence during a two-and-a-half-hour, closed-door hearing at a Balmoral Avenue office yesterday afternoon.
"Yes, I am," offered Patterson briefly, when asked to confirm that he was, in fact, representing Campbell-Brown, before jumping into a waiting vehicle.
Campbell-Brown tested positive for a banned substance at the May 4Jamaica International Invitational at the National Stadium and was subsequently provisionally suspended by the JAAA.
Celebrity attorney
Meanwhile, Jacobs is considered a celebrity attorney and has led several high-profile defences such as that of American sprinters Tim Montgomery and Marion Jones, as well as cyclist Floyd Landis, who were all involved in doping cases.
However, it wasn't long before the three-man Jamaica Athletics Administrative Association (JAAA) Disciplinary Committee panel, led by former Chief Justice Lensley Wolfe, learnt of certain glaring issues concerning Campbell-Brown's case.
According to our information, Patterson, while underlining that he had a request for a pre-hearing conference meeting turned down by the JAAA, which stated that the relevant persons were busy with the recently concluded IAAF World Championships in Moscow, noted the absence of important documentation.
Witness statements not ready
In what has been described as a "disgraceful" turn of events by one person in yesterday's hearing, it was revealed that documents such as the chain-of-custody forms, as well as witness statements, had not been prepared and presented by the JAAA. It is understood that up to last yesterday evening, JAAA officials were trying to put the relevant documentation in place and were also only just trying to get in touch with the doping control officer and site coordinator for the meet, where the positive result was returned.
It was also reported that Patterson questioned the competence of the JAAA team and pointed out that several persons had travelled from overseas to honour the hearing and will now be required to stay in the island longer than expected.
Also present at yesterday's hearing were Campbell-Brown's husband Omar Brown, agent Claude Bryan, and a close friend.
The JAAA is being represented by Leonard Green.
President Dr Warren Blake, General Secretary Garth Gayle and Assistant Secretary Marie Tavares were also in attendance.
The hearing will resume today.

What idiot agreed to do this in private ???? To do this in in the dark.. not public in lunacy.. And VCB is ill served even if she gets off she will always be under a shadow....

Italian Probe Of Powell, Simpson Moving Forward

The criminal doping investigation into former 100-metre world record-holder Asafa Powell, Jamaica teammate Sherone Simpson and their trainer has been delayed by bureaucratic problems, but will go ahead.
Udine prosecutor Andrea Gondolo told The Associated Press yesterday, that his office has been unable to contact the athletes to ask whether they want to observe the testing of substances sequestered during a police raid in July, on their training base in northern Italy.
The athletes can observe the testing themselves or designate a lawyer to do so. They have 20 days to respond once contacted.
"The problem has been finding an address to deliver the notification to see if they want to observe the tests because some of the tests cannot be repeated," Gondolo said. "But I think we should be able to move forward within a month."
If the athletes cannot be contacted, prosecutors could go to the Jamaica Athletics Administrative Association instead.
XUEREB NOTIFIED
The Canadian trainer, Christopher Xuereb, was already contacted.
Milton Samuda, a Jamaican attorney who represents Powell and Simpson, did not respond to emails or calls seeking comment.
Following the July hotel raid in Lignano Sabbiadoro, where the Jamaicans have been training for years, the athletes and Xuereb were formally placed under criminal investigation for violating Italy's doping laws.
The raid came after it was announced that Powell and Simpson had tested positive for the banned stimulant oxilofrine at the Jamaican championships in June.
The athletes blamed Xuereb, their newly hired trainer, and said that new supplements he provided caused the positive tests. Xuereb responded by saying that he didn't give the sprinters performance-enhancing drugs and suggested he was being made a scapegoat.
Italy's doping laws include sections for use, administration of banned substances and importation of banned substances.
Administration and importation carry more severe sentences and, therefore, Xuereb risks harsher punishment, Gondolo said, adding that the athletes do not risk prison time.
The confiscated substances appear to be from the United States, according to the containers they were found in, Gondolo said.
Powell and Simpson also risk bans from sports authorities. They have already stopped competing and missed last month's World Championships in Moscow.

Vivian Blake (11 May 1956 – 21 March 2010)^[1][2] was a Jamaican drug kingpin who founded and operated the American operations of the Jamaican Shower Posse.
Blake was born to a poor family in West Kingston, but was granted a scholarship to a private high school, St. George's College. He moved to New York in 1973, where he started distributing marijuana and cocaine, eventually expanding his network nationwide.
According to New York Daily News columnist Patrice O'Shaughnessy, in a column printed on 30 March 2010, Blake is credited with the dubious distinction of being "one of the creators of crack."
During the 1980s, also according to O'Shaughnessy, Blake was responsible for flooding Bronx neighborhoods such as Soundview, Crotona Park and Bronx River with tons of cocaine and crack cocaine.
Blake and other gang members were charged in a multiple killing in Miami, but he escaped apprehension by traveling to Jamaica. After later charges were added, he was extradited to the United States in 1999. In 2000, he pleaded guilty to charges including racketeering and conspiracy, and admitted to his role in the gang. He was sentenced to 28 years, but was released on parole after eight.
After being released from prison, Blake returned to Jamaica.
Blake died on 21 March 2010 at the age of 53 after being admitted to University Hospital of the West Indies for a heart attack. At the time of his death, he was suffering from kidney disease and undergoing dialysis.^[2]

Jamaica's 400m runner Dominique Blake lost her long running drugs case with the Jamaica Anti-Doping Disciplinary Panel and was banned for six years after tested positive for methylhexanamine at last year's Trials.
"I can tell you that she has received a six-year ban," Dr Herb Elliott, chairman of the Jamaica Anti-Doping Commission, told the Jamaica Observer yesterday.

It was Blake's second doping sanction following her suspension for nine months in 2006 for testing positive for ephedrine.
Kent Pantry, chairman of the panel, said that after hearing her arguments, they "unanimously decided Miss Blake did not satisfy the panel to its comfortable satisfaction that the substance entered her body without an intention to enhance sporting performance".
"We decided on a sanction of six years commencing this day June 13, 2013," said Pantry.
Blake's attorney, Patrick Foster, was not abused at the length of the punishment.
"I think we had sufficient evidence to at least justify a penalty far less than six years," Foster was quoted as saying.
But Dr Elliott refused to be drawn into a debate about the length of the ban.
"I have nothing to say about the length of what the commission did. Remember once we present that there was a violation, the panel is the one that makes that decision and they made that decision," Elliott reiterated.
Blake tested positive for the banned substance methylhexanamine at last year's Olympic trials after finishing sixth in the 400m in 51.83 seconds and actually was a part of the 4x400m relay alternate team, but did not compete for Jamaica as that team mined bronze at the 2012 London Olympic.
Meanwhile, Ricardo Cunningham, an 800m runner who tested positive for the prohibited substance pseudo-ephedrine also at last year's Olympic trials, escaped with only a reprimand.
Cunningham won the Jamaican 800 crown in 1:48.00 last June, but was not on the London squad after missing the Olympic standard.

The only athelte that I ever heard had a credible excuse was the pocket rocket.... All the rest including Ottey have used technicalities...

As I live in Scotland criminal trials can have 3 verdicts, Guilty, not Guilty or not Proven..... our issue is not proven....

What is irritating is that when Carl Lewis made the accusations after Bejing and Berlin our athletics authorities did what is typical of Jamaican government ignore the issue, dismiss it... rather than address any holes in the system.. now the entire mointoring system is suspect...

yes i agree with what you are saying. I have been talking about it for a long time.

but in my view based on what i have heard ofthis case it don't think this is the place to take a stance and make a statement. Precedent leads me to believe that a minor sanction is the route to go here.
