So normally I don't listen this Moutha Clown (other than the one other time Tropicana posted a clip where he mentioned PSM and the Gay guy that died), but first night I saw this Post and decided to check the guy out.
I listened for a little while then decided to hole a fresh. I forgot to stop the vid but came forward to hear him on the spliff issue.

Like any ganja lobbyist, Moutha is arguing from the wrong end of the Spliff. First he converts the Jamaican dollars to USA currency then tried to explain to foreigners that the fine for a spliff is $1US. He then applied this to the local scenario, using this $1US throughout his argument. Anyway that is not the only problem with his argument.

At one point he said (maybe not his exact words, but the same meaning), soh if a policeman stop a vehicle and the driver don't feel like throwing away him Spliff.
He outlined the cost in time and inconvenience to the State and the individual who did not want to toss his Spliff and have to go to court to defend against it or admit to it, yet he failed to apply this cost to the base $1US fine.
So the cost of a Spliff is not $1US but hundreds of $US in time and money, mostly to the individual caught with weed.

What Moutha should be doing is to use these facts to encourage his listeners to stop smoking, using , conveying weed in the public, because to cost is hundreds of $US in time and money, even for a Spliff. Even is the State decriminalize weed, these cost will remain because it will be still an offence to at least use it in public and I am sure sell it or transport it in quantities.
