Music is very powerful. I can think of no revolution, good or bad, that has not had music as a method to entice people. Of course music is not the cause of the degradation of society's morals and mores. Rather, music is the expression of a society's or individual's reality and fantasy.
When someone is under the influence of mind-altering substances, it is difficult to distinguish between reality and fantasy. And when you are poor and without family, community, and society's support, you are desperate and you are more susceptible to the evil will of others.
So what to,do? Ban dancehall music? Tell people to "just say no" to dancehall? Well good luck with all that cause that's not gonna happen.
What about education? Not just book learning, but education as far as campaigns to encourage Jamaican women and men that they are above such atrocious behaviors. What about massive information campaigns about the ghastly outcomes - debasement, rape, murder - of such "dance" events?
