There is a slight difference between Medicaid and Medicare.
You qualify for Medicaid based on income and you qualify for Medicare based on what you pay into the Social Security Fund at retirement.
So you can get Medicaid at any age and I imagine that a Medicare beneficiary could enjoy better service because they would have better funds....of course this is not always true.
