PM Pledges More Anti-Crime Efforts For 2014

KINGSTON, Jamaica:
Prime Minister Portia Simpson is pledging that the Government will redouble its efforts in the fight against crime and violence in 2014.

In her New Year's message, she said the government hopes to pass what has been dubbed the anti-gang legislation in the first quarter of this calendar year.

She also said important DNA legislation will be passed before the first quarter ends.

But Simpson Miller says citizens must play their part in the fight against criminals as the government cannot do it alone.

"Let us together set our face against this scourge on our land. Let us resolve to remove it," Simpson Miller said.

Meanwhile, in his new year's message, Opposition Leader, Andrew Holness said crime must be treated as an epidemic and placed on the priority list of the government.

He charges that there is a failure of leadership, a marked absence of meaningful strategic approaches and no demonstrable will to mobilize adequate resources for Jamaica’s national security.

A United States Military Academy publication says since the Tivoli Police/Military Operation in 2010, it remains to be seen whether Jamaican politicians will avoid turning their backs on gang leaders to deliver votes in future elections.

The May 2010 operation was aimed at capturing drug lord Christopher 'Dudus' Coke for extradition to the US.

According to the article from the academy’s Combating Terrorism Center, Jamaican politicians appear to have learned from the confrontation and backed away from their historic links to criminal gangs in the last three years.

However, it notes that the links between politicians and gangs have deep roots.

The publication adds that the Dudus affair showed how dons and garrisons originally fortified by Jamaica's politicians had surpassed their control and threatened the state itself.

It said while there has been a real change in dialogue, more progress is needed to sever contacts between Jamaica's politicians and the dons.

Former Jamaica Labour Party spokesperson, Delory Chuck was cited in the article conceding that more work is necessary to break the habit of many politicians using area dons to return votes for them.

The report also concluded that since the Dudus affair Jamaican traffickers have splintered into smaller groups to avoid detection and conspiracy charges.

It said the groups have been effective at smuggling, and the Caribbean has become more important as a corridor for cocaine heading to the United States.

Coke was given a 23-year prison sentence in a New York federal court in 2012 after he pleaded guilty in 2011 to racketeering conspiracy and conspiracy to commit assault in aid of racketeering

Faulty And Hypocritical', Says Jamaica Teachers’ Association In Response To Government Study

The Jamaica Teachers’ Association (JTA) says a government study revealing that most persons in penal facilities are from poor-performing schools is faulty and hypocritical in interpretation.

In fact, JTA president Dr Mark Nicely says schools are the reason why more persons are not in penal facilitates as many educational institutions have to take on the role of full-time parents along with carrying out their professional duties.

The study done by the Jamaica Constabulary Force was presented in the Parliament yesterday by Education Minister Ronald Thwaites.

The JTA head insists that the new data should serve as another reason for stakeholders to focus on societal ills that spread into the school system.

However, according to Nicely, the Education Ministry’s presentation of the study did not paint a complete picture of the factors that affect how schools perform.

And he says the latest data on prison inmate and the schools they are from, continue to target so-called non-traditional schools that were upgraded without being given the necessary resources to function properly.

He argues that most blue-collar criminals are not from the poor-performing schools but would not be captured in studies that target certain schools.

Nicely says a more comprehensive analysis is required for such a complicated issue.

The five schools named in the report that were featured most frequently in the sample are Kingston High, Holy Trinity High, Vauxhall High, Norman Manley High, and Pembroke Hall High - all upgraded high schools.

The only traditional high school on the list is Jamaica College.

The Education Minister who described the results of the study as frightening, said naming the schools is in no way intended to ridicule them.

He announced that the affected institutions will receive special intervention as of next month, which will include identifying troubled students and addressing their situation.
