I would get rid of the grass on the inside of the sidewalk and put in some bloomage. That is just a wasted space there.

this is hard from pics, but personally....

those little plants she put in front would come out farther... provided they stay low like that. then in behind there is where the flowering stuff, in varying heights would go. Then you might consider a few (haha-don't get me started) similar plants on the left there to tie it all in.

oh...what do you need a border for? that's what the path is for...abu will need be trained to appreciate the plants and stay on the path. eeeeeeeeeeeeeeeeeek

aye aye aye...gone for a few hours and see what I miss. The palm will likely be okay in a short enouch time...but you need someone to remove the nasty lower limbs as they die back. It will "flower" higher than the gitter in no time though. I would tell you to worry about the roots and your foundation, but I am sure you are on a slab so never mind. Still, it is too close. Honestly, me? I would make her move it out at least 3, prolly five feet while she is at it. The whole thing needs to be loosened up....man...did she talk to you or your neighbors?? The other little palm is a sago, which isn't a palm but a cycad. Biggest headache there is the potential for infestion.

Seveen, it really does look nice. I didn't say enough about that last night, I am sorry. If you do decide to open up your beds a little more (remove grass) like in the corner that Loops and Nanook are saying, you can move some of the plantings that are in soldier rows into groupings or clumps, mixed in with the tropical flower look you are craving. Where are you specifically again (PM if you would rather)? Maybe there is a nursery that specializes in exotic tropicals? Are you willing/able to do more planting yourself (Abu)?
