...and I know of a Tim Horton's outside Calgary that was paying about $25/hr plus will provide housing (since there is no transportation)

Not likely because they are operating through a program established by the Govt.
There is a simpilar program for Farm Workers and supposed to be one set up to start with the hotel /management type industry.

Sinco, often times one must work from the bottom to get to the top. Even Canadian born/American born are doing that. My first job in high school was in Burger King. Perhaps it's not the ideal job for an adult however they can move up. Who knows what other opportunities may come with traveling to Canada or the US to work period. Some pretty ones may be spotted and asked to model where they can make more money. Some of the guys may meet women who love Jamaican men and are willing to take care of them . A job is a job! Moreover, one has to start somewhere to move up right? be punctual, have good customer service and one can move up to become manager of a McDonalds in NO TIME. Once there they are making enough money to take a few classes or get certified in something and BAM-real estate agent, nurses assistant or something else more respectable.

I thought the work program was limited to a few months. It isn't a permanent work visa. Thus the chances of promotion really do not exist for these souls.
