Here in Alberta the majority of the shelters are government run, if not all.

Government should not operate shelters.
Government should set the guidelines for the operation of such facilities.

I don't know of that, I think there are Local Government supported Shelters in some States, but not Federal ones.
In Britain I think they are Government local and National but I am not sure.

The point I am trying to make is none of us know if it as you say other civilized nations do, because naming just the USA would leave out a hell of lot of other civilized Jurisdictions.

Why do you assume that I indicated &quot;Federal&quot; govt? And if I did, then so what, afterall govt in the US includes Federal/State and City.<span style="font-weight: bold">

Providing shelters for battered women is ONE INDICATOR of civility just as much as the commitment to the good treatment of children, in any nation</span>...you must remember that previously spousal abuse was condoned indirectly and even seen as the &quot;Woman's fault.&quot; Now after the untold number of deaths of the women and some children from the union, and even suffering of the children left behind, govt has no other choice but arrest the pathology/barbarism by providing some sort of rescue; however lacking and wanting they {the shelters] might be.

Like I said above, the ones here are govt run. </div></div>There is even less upside generally Governments should stay out direct operations where it not providing a service that would be impossible to do efficiently by private enterprises.

In Jamaica’s case it is doubly important since every Government Institution is badly corrupt and/or badly run. Treating such facilities as say as restaurant would avoid the GOJ making staffing decisions and concentrate on the security, health and safety issues that would be necessary for smooth operation of such facilities as they become necessary.

Dont see that at all actually. Why would a privately run entreprise be better equipped?

The biggest issue I could see JA contending with is the security aspect. Who to protect the shelters and the need to keep locations quiet.

But from what I have seen here, I dont see how the govt being involved in the set up and running of such facilities has been a deteriment. Quite the opposite outcome actually.

the benefit with govt involvment is the access to certain resources that the women need on the judical and health care level.

People are even invited to donate cell phones to such an operation for women who cannot afford one...they can use it to call 911 or other emergency number if and when they need help {phones could be programmed only for this number to prevent wasting time on other personal stuff]

Over here, a family is suing the police for failure to protect a woman murdered after calling 911 [not sure of the whole story] however there is a higher incidence number of women being killed by their lovers/spouses...if one likkle shelter can provide a safe haven for them to run tuh, so what?

Why would a privately run entreprise be better equipped?</div></div>I don't know whether you mean in physical plant or better equipped to run such a facility and I say yes on both counts, because the Government will treat then as they treat every other licensed facilities that they do not own, they would be subjected to guidelines and inspection by the State without the State having to bear the additional responsibilities of personnel, upkeep and choosing the consumers.

Good point. much as i'm not against the idea of a safe area for abused women, but this government's pocket are already stretched with just providng basic housing for the population at large.

In UK (Britain), most (if not all) of the shelters are voluntarily run (by NGOs, charities and lobby groups)

well, I have only what i have seen here and the issues you have listed below havent seem to hinder the shelters operating here.

and if they didnt exist, I dont think there would be as many of them as there currently are.

Yes, but unless what they are doing is illegal - where you can throw them in jail, the only way that you will stop them is by educating them as to the wrongs of the act.
Then you are touching on cultural boundaries, and personal morality - what you may consider demeaning, might be someone else's way of expressing themselves.
