That is not true.
The laws include a statement that allow any police officer above the rank of inspector to <span style="font-weight: bold">refuse the the issuance of the licenses for [b]no stated reason</span>.
That would have been unconstitutional in the US.
You can't make decisions on a citizens right without stating the reason and allowing him/her to defend it.
That is the situation with make rights that Jamaicans are supposed to have.
I posted the rules here some times ago.
And I remember CeeBee ramarked about that inconsistency. It is totally against natural laws.
