you are welcome . Since you don't know the meaning of deterrent. I can't help you. If the probability of being caught was a deterrent in Jamaica don't it would mean that Jamaica have a low murder rate as other places where it acted as a deterrent?
Go look up deterrent and then you will understand what I am saying.

JFJ Appalled at the Killing of Robert Hill by Members of the JCF
Thursday, December 10, 2009, Kingston, Jamaica –
JFJ is deeply appalled, disturbed and saddened by the slaying of Robert Hill by members of the Jamaica Constabulary Force (JCF) on December 8, 2009 in Ivy Green Mews in the Kingston 5 area. The CCN reports claim that Hill was shot and killed by the police at about 9:40 p.m. when they tried to accost him and he resisted by pulling a firearm and opening fire at them. Accounts to JFJ suggest that Mr. Hill was shot in cold blood by a party of police men traveling in a taxi.
Mr. Hill, who was also affectionately known as “Kentucky Kid”, along with his eight months pregnant wife, had recently been the victims of police harassment and abuse after they were involved in an accident with police. This accident occurred while their car was at a stoplight on July 11, 2009 at 12:15 p.m. Prior to this incident Mr. Hill had no problems with the police.
Subsequent to the accident, Mr. Hill reported that he was assaulted in his apartment by policemen on two occasions, the second of which was captured on video. On this occasion Mr. Hill told JFJ and the media that he and his wife were at home when a group of police officers barged in and started to assault him, using pliers to pinch his fingers and dragging him by the neck. His pregnant wife, upon coming to his defence, was violently tossed around causing cuts to her abdomen. Medical reports show that Hill was urinating and defecating blood as a result of the assault. Mr. Hill also made reports to the Police Public Complaints Authority (PPCA) and the incidents were reported to the Police Anti Corruption Division.
JFJ finds the allegations surrounding Mr. Hill’s death appalling. JFJ is calling on the Acting Commissioner of Police, Owen Ellington and the head of the Bureau of Special Investigations (BSI), ACP Granville Gause, to conduct a very speedy and intensive investigation in order to clarify the circumstances of the death of Mr. Hill. Those responsible for the incidents of abuse and the subsequent death of Mr. Hill must be identified and made to answer for their actions. JFJ is pleading with anyone who has information about this tragedy to give this information to the relevant authorities.
The recent instances of lawlessness and criminal conduct by some police officers, who have sworn to serve, protect and re-assure, is an affront to the professional standards which they are sworn to meet. JFJ is deeply concerned that the death of Robert Hill may be another such instance of criminal conduct by police.
