If you mean a candidate or electee to the National Assembly the commission may not like, then I have no answer as I have never heard or seen of this happening.
Prior to RichD cluing me in about the Candiditure Commisssion I may have read about the CC but did not remember it.

As said though, for someone who is against the revolution; the system to even get nominated by the public in a country where the public is overwhelming FOR the revolution/government revolution is just not at all likely OR here is what I think is a very fair analogy: it is as likely as me successfully running as a communist for city council in the Republican town in which I live and then to the State legislature and then to the Senate of the United States as a known opponent of the system and government of the United States .

It really isn't necessary to have a commission in place to block me from the U.S Senate since I would never get elected to even the lowest office locally. Likewise in Cuba for an opponent of their revolution.

While I say bring back the priest, the individuals cannot make a difference unless there are insitutions to back support them as well as limit them, The leaders beleive in the insitutions.. ie I am of the opnion that individuals once in poltics seek to retain power, and the insitutions limits the power...

I think you have it backwards, if the laws were &quot;Just&quot; the people would not feel the need t rise up. Morally One need not obey an unjust law, which has been the reason given for nearly every revolt known in history. Laws are not about Justice but control and mantaining the status quo, JUSTICE on the other hand is about fairness, truth and courage.

The instituations are made of of individuals, and the type of individuals dictates the form the instituations will take and the manner in which it will execute its mandate.

Baby Doc should have been led to the nearest prison as he set foot on Haitian soil. Nobody voted for him and he stole millions from the people.

Aristide on the other hand was duly elected as president by the people - twice - only to be ousted by foreigners; he should be the one returning to Haiti.

i think he would have to have had some assurance that he would not be arrested before embarking on this trip.
One other thought that came to my mind..he is dieing and is looking for some type of salvation.

In fact, when there is a political party involved the individual is subordinate to the will of the majority and especially of the leadership of that party.
That is why even when a progressive person is elected, they are relatively powerless to create change.
The case of progressive President Zelaya getting elected in Honduras and then when he attempted change his party and the opposition joined to stage a coup d'etat and remove him.
Obama, WERE he of a mind to change things would also face the opposition from the conservative &quot;blue dog&quot; democrats in his own party.

The individual in a party run system is only as powerful as the following he can muster and in countries with an entrenched party majority of those who favor the status quo, a progressive individual is virtually powerless.

you know, in this world there will always be the less fortunate. unfortunately, in this hemisphere, its Haiti.
nothing going to get better. it will forever remain the way it is, and my opinion is--such as such.we cant fix everything , sadly.
