my understanding is this.
The City of Toronto is in this thing where they are hiring based on knowing your east indian or muslim based on the name on your application..
for example, if your name is say Carl Johnson--you could be black or white
but if your name is Mohammad Sameer or Gurpreet Singh-they automatically know without physically seeing you in person based on the name on you application that you come from a quote "visible minority"
then they have hiring quotas so they get the job. </div></div> managers are lazy..they take shortcuts
