OPM says it does not employ Courtney Hume


The Office of the Prime Minister (OPM) says Courtney Hume is not employed to the OPM either in Kingston or in Montego Bay and does not have any authority to give instructions on behalf of the OPM.

In a release Friday afternoon the OPM noted it had no knowledge of or any part in the arrangements for the civic ceremony in Montego Bay for the swearing of the Mayor and councillors.

The release further noted that attempts to implicate the OPM in the controversial removal of the colour green from the backdrop are unfortunate.

The OPM, through The Protocol Department and Chancery, has responsibility for the National Symbols of Jamaica, which includes the National Flag of Jamaica.

In light of the recent controversy, the OPM issued guidelines for the use for the National Flag of Jamaica.

Some are outlined below
•The national flag takes precedence over all other flags on Jamaican soil, including flags of other sovereign nations, except that the personal standards of members of the Royal Family and of the Governor-General are always given precedence over the national flag.



The national flag should never be smaller than any other flag flown at the same location. When the national flag is flown with other national flags, each flag should have the same width and be flown at the same height. If any of the flags is square, or nearly square, it may have a slightly larger width (up to 125%) so that its overall area is similar to the other flags. The Jamaican national flag should be hoisted first and lowered last.


•The national flag should never be flown above another national flag on the same staff (this would suggest superiority, or conversely, inferiority of one flag, or nation, over another).


•The national flag should not be displayed in a position inferior to any other flag.


•No other flag should be placed above or to the left of the national flag, (as viewed by an observer).


•In a parade of flags, as the host country, the Jamaican flag enters last. All other flags are placed in alphabetic order.


•The national flag should be flown on all government-owned ships, defence craft and lighthouses. A representation of the national flag should be displayed on all government-owned aircraft, rail and motor vehicles


•The national flag should not be allowed to touch the ground.


•The national flag should be hoisted briskly and lowered ceremoniously.


•The national flag should never be fastened, flown, used, or stored in such a manner as to permit the flag to be easily torn, soiled, or damaged in any way.


•A torn, faded or otherwise damaged flag should be removed and replaced with a new flag. The damaged flag should be destroyed in a dignified way, preferably by burning privately.

Former mayor of Montego Bay, Charles Sinclair has confirmed the claims made by Meadows.

Sinclair says he was preparing to leave the council building when Humes was introduced as a protocol officer.

<span style="font-weight: bold">The attorney representing the Montego Bay based contractor who supplied the backdrop at the recent swearing-in ceremony for the Mayor of Montego Bay, has indicated he will not be taking any action against anyone, in the growing controversy about the event.</span>

Attorney at Law Greorge Thomas, explains that his client, Denton Edwards, only wants to get this controversy behind him and move on.
Mr Edwards was thrown into the spotlight this week, as criticism and condemnation erupted, following the omission of the green from a Jamaican flag at the ceremony.

Mayor Glendon Harris in his explanation, had suggested that the contractor ran out of green fabric, and that he would refund the fees paid for his service. However, Mr Edwards through his Attorney George Thomas has refuted this .According to Mr Thomas, despite the rejection of the story, he will not proceed with any action against anyone at this time.
&quot;I am just here to protect Mr Edwards and his name. They have nothing that we want, they have been fully paid……we just want jamaica to know that the flag is black gold and green. Mr Edwards just wants to put this behind him and continue with his work&quot; said Mr Thomas.

Meanwhile, the Office of the Prime Minister (OPM) says any reference of a Courtney Humes acting in the capacity of OPM Protocol Officer and giving instructions for the swearing in ceremony is false. The OPM in a statement on Friday afternoon, said Courtney Humes is not employed to the OPM either in Kingston or in Montego Bay.

Jamaica House spokespersons said in that regard, the individual does not have any authority to give instructions on behalf of the OPM.The OPM said it had no knowledge of or any part in the arrangements for the civic ceremony in Montego Bay for the swearing of the Mayor and councillors.

Guidelines for use of flag re-issued
At the same time it noted that attempts to implicate the OPM in the controversial removal of the colour green from the backdrop are unfortunate.
In the meantime, the OPM, through the Protocol Department and Chancery, has responsibility for the National Symbols of Jamaica, which includes the National Flag of Jamaica.According to the OPM, the national flag is a symbol of the nation and must always be treated with dignity and respect and must never be used inappropriately.

In light of the recent controversy, the OPM has reissued guidelines for the use of the National Flag of Jamaica.

Courtney Hume, the man politicians say was introduced as a protocol officer from the Office of the Prime Minister for the swearing in of the new Mayor of Montego Bay has resigned as a special assistant to a State Minister.

Yesterday, the Office of the Prime Minister (OPM) denied that Hume was employed in that section of the Government in either Kingston or Montego Bay.

In a statement this afternoon, Noel Arscott, the minister of Local Government confirmed the OPM report saying Hume worked for a State Minister in another ministry.

Arscott did not name the ministry, but The Gleaner/Power 106 News understands that Hume worked for Sharon Ffolkes Abrahams, the junior minister for Industry, Investment and Commerce.

“Our investigations have revealed that his involvement in organizing the function, whether he instructed the decorator or not, was not authorized,” Arscott says.

“Mr. Hume’s resignation has been accepted by the relevant office with immediate
effect, and we thank him for his service.”

Hume is alleged to have instructed the decorator for the swearing in ceremony of the Montego Bay Mayor to abandon the use of green fabric on the backdrop for the stage which should have been a representation of the national flag.

On behalf of the Government of Jamaica, I wish to express my unreserved and sincerest apologies to the Jamaican people for the inadvertent misuse of the colours of the Jamaican flag at the recent swearing-in ceremony of the newly elected Mayor of Montego Bay.

As Minister with responsibility for Local Government, the buck stops with me.
I wish to assure the Jamaican people that a full investigation is being carried out, and the chips will fall where they may.

Personally, I have been more than troubled by recent perceived disharmony resonant across some local Councils.

With regard to the St. James incident, my investigations thus far have revealed that errors may have been committed by a number of parties.

These could extend to the Municipal Service, the private contractor, and persons in the employ of the State on the recommendation of the political directorate.

Accordingly, I have requested that Parish Councils’ Services Commission investigates the role and responsibility of the Secretary Manager, and his staff in this matter.

Secondly, the Permanent Secretary in my Ministry will be instructing all Parish Councils that private contractors engaged by them, and public servants within the Councils, must be re-trained in the protocols relating to the appropriate use of our national symbols.

The training will be organized by the Ministry of Local Government and Community Development, and the Protocol Section in the Ministry of Foreign Affairs and Foreign Trade.

Finally, Mr. Courtney Hume, whom it is alleged to have instructed the decorator, was actually employed as a Special Assistant to a Minister of State in another Ministry. Our investigations have revealed that his involvement in organizing the function, whether he instructed the decorator or not, was not authorized.

Mr. Hume’s resignation has been accepted by the relevant office with immediate effect, and we thank him for his service.

It is heartening to know that Jamaicans still treasure our national symbols, especially during our 50th anniversary.

I wish to appeal to all Mayors and Secretary Managers of Parish Councils that valuable lessons must now be learnt from this unfortunate error in judgment as we move forward.

I therefore expect allegations of perceived ill-intent to be investigated, with serious consideration given to the concerns of all stakeholders.
If our Nation is to continue to mature as a political democracy, then all stakeholders must participate meaningfully in the making of decisions which affect Jamaican lives, property, and communities.

As elected servants, we are charged by all Jamaicans to defend their interests, and this Administration remains committed to the deepening of People Participation, Accountability, Transparency, and Good governance.

It is crucial that these essential pillars of economic growth and sustainable development are achieved primarily at the level of the community.

My question is this where are the Jamaican People?
The PNP Leadership Facebook, Twitter, Snail-Mail and eMail inBox should be overflowing with protest now.
Not even the Labourites can can mobilize a successful protest, even as the slight is on all Jamaica, they are the intended victim.
