I<span style="font-style: italic">mmigration Minister Jason Kenney is being blasted for stigmatizing Caribbean Canadians after he linked recent gun violence in Toronto with &quot;foreign gangsters.&quot;

Kenney took to Twitter to say he agrees with Toronto Mayor Rob Ford, who wants anyone convicted of gun crimes to be expelled from the city permanently.

&quot;I agree w/ Mayor Ford: foreign gangsters should be deported w/out delay,&quot; Kenney tweeted late Thursday. &quot;That's why we've introduced Faster Removal of Foreign Criminals Act.&quot;

A spokeswoman for Kenney said the minister was not suggesting foreigners were responsible for Monday night's worst mass shooting spree in Toronto's history, in which two young people were killed and 23 wounded at a community barbeque.

&quot;Rather, he was agreeing with the principle that foreign criminals generally should be removed from Canada more quickly,&quot; Ana Curic said in an e-mail Friday.

Curic did not say why Kenney thought it relevant to raise the issue of foreign criminals in the context of the Danzig Avenue shooting.

In an interview Friday evening with CBC's Power and Politics, Kenney acknowledged he has no information that foreigners were involved in Monday's shooting.

&quot;But clearly, the recent rash of gun crime in Toronto is connected to criminal gang activity and we are aware that there have been foreign members, sometimes leading members of criminal gangs in Canada, able to recommit offences while delaying their deportation,&quot; he said.

&quot;So, my comment was not in relation to any particular alleged criminal, it was in relation to the broader problem of gang crime which sometimes does involve foreign citizens who are delaying deportation from Canada and we shouldn't be squeamish about this.&quot;

Kenney's recently introduced bill would remove the right of foreigners convicted of serious crimes to appeal deportation orders.</span>

The man killed in the deadly Eaton Centre shooting in Toronto that left six other people wounded apparently stabbed the suspect three months ago, CBC News has learned.

Ahmed Hassan, 24, died in the Saturday evening shooting that plunged the landmark mall in downtown Toronto into chaos as thousands of shoppers fled in terror.

Hassan and another man, a 23-year-old who can't be identified due to a publication ban, were the suspected targets of the shooting, police said Monday.

The episode left five other innocent bystanders — including a 13-year-old boy — wounded and forced the evacuation of the mall.

Christopher Husbands, 23, of Toronto, has been charged with one count of first-degree murder and six counts of attempted murder. Husbands, Hassan and the 23-year-old man who was wounded were all part of the same gang, police say, although they haven't provided any more specifics.

Despite the gang affiliations, police don't believe the shooting was gang-motivated; rather, &quot;personal aspects&quot; were at play, according to Det. Sgt. Brian Borg.

CBC News has now learned more about what may have precipitated the shooting.

Sources say that the shooting may have been an act of retribution, as it appears Hassan stabbed the alleged shooter in March while robbing him.

Hassan himself had survived two previous attempts on his life, CBC News has learned. Hassan faced drug charges in Fort McMurray, Alta. — he was charged with cocaine trafficking in January 2010 along with five other people.

He was also charged with obstructing a police officer and possession of stolen goods.

One of Hassan's co-accused, a 19-year-old man from the Toronto area, was killed three months later in a Fort McMurray apartment.

The victim's father, Abdul Kadir Ali, told CBC News that Hassan was a suspect in the death of his son, Abdinasir Dirie.

Hassan was out on bail at the time for the alleged forcible confinement of another Fort McMurray man, Jama Ahmed Mahamoud, in September 2008.

Hassan fled Alberta last year for Toronto. Hassan failed to appear in court on the cocaine trafficking charges, and at the time of the Eaton Centre shooting, there were two outstanding warrants for his arrest.

Meanwhile, CBC News has learned that the 23-year-old man who was wounded was accused of robbing teens at gunpoint in Toronto's Riverdale Park in 2007. When police arrived on the scene, they shot and killed his accomplice, according to sources.

Meanwhile, at the time of the Eaton Centre shooting, Husbands was under house arrest for a sexual assault charge, for which he is due to appear in court on June 25.

Since the shootings, many people have called for more youth programs, more social services, more job-creation efforts, and so on, so that young men will be deterred from a life of crime and not open fire in a crowd of innocent people. But our social housing projects already have a lot of social services. There are youth workers who organize, basketball, and boys’ and girls’ clubs, and people who can help you write a resume or fill out your tax form or apply to community college. There are even grief counsellors to comfort your children if tragedy occurs. What else, then, can be done to help the people who live here?

Michael Thompson has a few ideas. They’re not very popular though.

<span style="font-weight: bold">Mr. Thompson is a city councillor who grew up in Scarborough, partly in public housing. Also, he’s black. He argues that we need to crack down on misconduct. Social housing, he says, has become a haven for bad actors and criminal enterprise. We tolerate activity that no private landlord would put up with. “You have people who start their little cottage industry – drug activities, or a chop shop. And they know they’ll never be evicted.”</span>

These are the people who don’t participate in job programs, because they’re not interested in $15-an-hour jobs. Often they don’t live in social housing themselves, but use it as a base for their activities. Social housing also provides them with a prime recruiting ground. They make friends with single mothers, and recruit their sons.

In Toronto, nobody gets kicked out of social housing for bad behaviour – not even for criminal activity, or owning a gun. With 164,000 tenants, Toronto Community Housing is the second-largest housing provider in North America. Last year it evicted a grand total of five people for bad behaviour, although it does have the tools to issue evictions in such cases.

When i lived in Boston they had started evicting people for drug offenses. The only problem was that families could be evicted if older kids got arrested for drugs.

Why should they have to settle for $15 an hour jobs. White folks who are high school drops outs don't have to settle for that in this city (Toronto) and they are more likely to be promoted over a qualified Black person. Believe you me I know both from experience and what I have seen happen to others.

We are always told that we should settle. Settle for men, settle for low paying jobs the white folks don't want. Settle fi every strikin' ting!
