Sounds like a good plan. The title of this thread with a negative behaviour (loud parties, leaving fridge on porch) leaves a bad taste in my mouth about how we are perceived.
I can think of many neighborhoods where 'we' have moved in and upgrade the neighborhood by fixing up the house and doing work to upgrade the property values.
If you don't fight for what you deserve, you deserve what you get.

Just a couple here like that ,French Fort, and another whose name eludes me are the only two I can think of, Unfortunately, the reverse is usually the norm here. Please remember that there are exceptions to any post on any subject.
HoWEVER , when I speak, I speak from what I am experiencing in MY city in MY envrionment, and MY world, I can't speak to what goes on in the rest of the United states, Canada, Jamaica, or England or wherever other board members may come from.

I must add that in my lifetime I have seen my original neighborhood.....Mississippi and Walker Ave. area go through this metamporphis, then the Glenview area (which WAS gorgeous) from age 12-23, and now this one I have been in since 87. Marilyn, not meaning to mash up your thread here but we have a very beautiful, lovely woman who is a friend of the family. She is a loving mother of two and one of the most unselfish people I know. Anyway, her husband is a high ranking police officer who is "golfing buddies" with many of the judges in this area. He has been assaulting his wife relentlessly for years now. <span style="font-weight: bold">Who is she going to call for help?</span>
Well God will take care of things in the end because he was diagnosed with cancer about two yeas ago. She has been nursing the mother_f_er throughout his illness to this day. I learned over this past weekend that his end is near and it is just a matter of days for him now.
A collective good riddance from her friends and family. At least he will leave her with a police pension for all her years of suffering at his hands.
Edited to add that I am not insensitive to those with cancer, and would never wish that on anyone. I am just glad that it seems in this case God seems to have made a way for her to heal after years of abuse. </div></div>

Fridge still there, but admittedly I have not done my homework, 4th of July day before and the day after sounded like Vietnam. Some white kids ran the family car through the front wall of the corner house, tore the wall down, buckled the roof of the home, went through two dry walls and stopped in the living room. The resident (black family) male is in a separate bedroom from the wife, in hospital bed , was pinned in his room, and fire rescue had to break through a wall to get him out. THe police went to the house, and the parents claim that the family car was "stolen" and their kids didn't do it. THe police asked all inside to come outside, as in a wreck that bad someone had to be hurt. THey heard a noise upstairs and asked if there was someone up there, the mother said nok and that was that... the kids loos like they are going to get away with it. THe residents are in a hotel now.
Oh yeah, all of this was at 3:00 AM

What about neighbourhood churches and the like? Since there's no formal homeowner's association, perhaps there could be an informal one to organize neighbourhood pride week(s) maybe around holiday weekends (which would help to mitigate noise and disruption if you get my drift):
- volunteers with trucks to haul bulky trash items in readiness for the holiday or organize a Goodwill pickup
- neighbourhood block party
- get hardware and DIY stores in Memphis to cough up prizes (gift certificates ) for neatest yard, best flowers, most improved home, best renovation, etc.; give the awards at the party
- fundraiser for the family whose home was demolished by the reckless children
See if church members and long-time residents are up for that and everyone organize, create committees each in charge of a particular activity.
Oh yeah, if the churches organize tutoring for children, perhaps they could find volunteers to teach money management to the (new) middle class - one of the key components of said money management being increasing property values.

The police made the family come down to the Pernell's home and look pon the car all inside the house, since it was "stolen". (I don't know HOW I slept through all of this, it was exactly 3 houses from me, and I really don't sleep that well these days. Was told there were 9 poice cars there, two fire trucks and an anbulance). SO they all stood there as they towed the car out of the house and away (I never saw the car inside the house, when I got up and say everything there were just 3 huge holes in the house.
Well anyway, after all was done and the police were wrapping up, the one teen was walking away with the Mom of the family who told the police that was everyone in the house. My neighbors son said the child turned and sai to Mrs. Pernell, "Lady I am sorry about your house", at which the mother snatches the child to her and said "You come here, and don't say that." Yeah right, the car was "stolen".
