Aware? Complicit?
I believe MOST State Department employees are completely unaware of the what's going on and have no idea of the decisions made by the top boys and girls.
Look at the company you work for. Do you really know what's happening (unless you're on the board of directors, of course)?
MOST State Department staff just go to work, collect their salary and probably know less than you and I.
