My thought on this is that it is not so much a race issue as it is a class issue.
The Republicans aren't so much racist as they are classist. They (marginally more than the Democrats) love the rich and hate the poor.
The NAACP fights for the social and the ECONOMIC rights of the largely disenfranchised black minority and as such are regarded as hostile to the government-of-by-and-for-the rich society that the Republicans fight to maintain.
The governor is reflecting that reality.
His adopted son might be black/brown but is not poor, not disadvantaged and I doubt that the governor thinks of his adopted son as anyone who would belong to the NAACP who are a bunch of " uppity trouble makers".
