Major Responsibilities:

The Project Manager reporting directly to the Manager, Capital Construction Projects, is responsible for the effective management of major construction, renovation, and rehabilitation programs of assigned buildings and construction projects.

Manages a team of staff, contractors and consultants to effectively implement construction projects, major renovations, rehabilitation and alterations
Performs building condition assessments to identify the present physical conditions and maintenance deficiencies for City owned buildings
Working with the Manager, Design &amp; Construction, the incumbent shall consult and negotiate with client agencies, boards, commissions, and departments regarding the evaluation and prioritization of all capital project requests related to asset preservation and conservation. Reviews assessments conducted with client groups in order to ensure that capital requirements are addressed accordingly during the budget cycle
Coordinates and assigns projects and tasks among Consultants, Staff, Information Technology and administrative support staff. Monitors work output and reviews building condition assessments
Analyzes the impact of project deferrals and develops a business case for client groups in order to ensure that facility requirements are addressed accordingly and in a timely manner by City Council
Implements the asset management program, taking into account demand for programming, current policies, financial targets and community requirement
Estimates short and long term financing requirements for the City and reviews the adequacy of reserves and cash flow requirements
Responsible for the development of the capital asset management program and the ongoing maintenance of the state of good repair plan
Effectively coordinates all documentation, including all correspondence from architects, engineers, building inspectors, contractors and sub-contractors
Inspects and supervises work in progress by contractors and department staff ensuring that all work is executed in accordance with relevant legislation and approved project drawings and specifications
Develops, prepares and monitors schedules, graphs and maintains accurate records of development and budget on all assigned projects
Provides estimating services for commercial, industrial and recreational facilities including establishment of project budgets from minimal information at the feasibility stage, controlling costs through the design and construction stage to maintain the integrity of the established budget and to ensure that client groups receive the best value for their financial outlay
Secures approvals from various regulating and government agencies to enable projects to proceed (i.e., site plan approvals, re-zoning and Committee of Adjustment applications, permits, etc.)
Effectively consults and maintains working relations, including all correspondence with consultants, building inspectors, contractors and government authorities associated with assigned projects
Prepares pre-qualification documents to ensure that qualified bidders are obtained to meet the Corporation's accepted standards for specialized projects
Evaluates tender documents and consultant proposals and makes recommendations for Council approval
Requisitions materials and supplies to complete renovation projects and capital projects
Assists in the resolution of delay claims and disputes that may arise through the execution of construction activities in the event of disputes and litigation
Responsible for monitoring all construction projects as it relates to Health and Safety regulations and maintains records on infractions and accidents in the event of litigation
Prepares and represents the Corporation in giving evidence at Court on Discovery and/or Judicial Hearings
Monitors the conditions of constructed assets to ensure that repairs and rehabilitation take place in a timely and economical fashion to maximize the life span of the asset
Represents the division on various technical committees including staff and citizen groups
Works with other divisional staff and clients to ensure compliance with Corporate building and maintenance standards
Prepares detailed and timely reports, records, schedules, monthly status reports, initiates correction of deficiencies, warranty items as required by the Manager
Acts as liaison and maintains a close and effective working relationship between contractors, consultants, suppliers and building inspectors with respect to all site construction and warranty periods
Develops technical and condition surveys with respect to Asset Preservation
Ensures a positive working relationship with area municipalities and other Government bodies to ensure coordinated construction
Conducts parking garage investigations, structural adequacy studies and roof condition surveys including infrared scans and test cuts
Establishes and maintains long term forecasts (5-10 years) for capital maintenance work
Develops a city wide, comprehensive, prioritized Capital Asset Management Plan (i.e. &quot;State of Good Repair&quot; budget) and that the plan forms the basis of the Capital Budget submission for all facilities maintenance and rehabilitation
Establishes and maintains a portfolio of information system to support asset management
Schedules building inspections, prepares condition assessments, and prioritizes the projects
Performs other related duties as assigned

Key Qualifications:

Extensive project management experience in facility design and construction and on-site experience in the management of new construction and the renovation of existing assets.
Significant experience in building construction management with demonstrated functional programming skills on a variety of projects.
Strong administrative and budgetary skills involving both capital and operating budgets.
A history of successful experience in asset management, portfolio planning, capital planning and project management, in a large organization.
Experience and knowledge in all aspects of building condition assessments, financial analysis, and property management.
Demonstrated knowledge of applicable codes and government legislation such as the Occupational Health and Safety Act and its regulations, the Construction Lien Act the National Fire Code, Ontario Building Code (OBC), Construction Standards Association (CSA), etc.
A thorough knowledge of construction, techniques, materials, life cycle costing, various codes, principles and practices related to building construction.
Highly developed conflict resolution and problem solving skills.
Experience in the preparation of &quot;Order of Magnitude&quot; and &quot;Definitive&quot; estimates relating to capital maintenance and rehabilitation.
A thorough knowledge of building construction techniques, methods, materials and project scheduling.
An ability to interpret site, mechanical, electrical, structural drawings and specifications.
An ability to effectively organize and manage construction project assistants.
Excellent communication, presentation and interpersonal skills to deal effectively with staff, political representatives, consultants, contractors and the public.
Working knowledge in MS Word, MS Project, Excel, Project Accounting and scanning and imaging software.
Thorough knowledge of City standards and policies for capital projects.
A comprehensive working knowledge and training in construction and contract administration and specification coordination.
Candidates must possess a minimum of 5 years related experience and possess or be eligible and willing to obtain a professional engineer's designation in the Province of Ontario or an approved equivalent combination of education and experience.
Possession of a valid Ontario Driver's License Class &quot;G&quot; and the use of a personal vehicle for site visits.

Salary: $77,240.80 - $95,804.80 annually

back in November when i was running driver evalutions on new hires (5 east indians and one black guy) NONE OF THEM knew how to drive a 10 speed transmission--and they were all licensed DZ drivers (class3) whom only had experience on automatic transmissions.
in spite of this, and me filling out a driver eval form,,,they all got the job. and only 2 knew how to conduct a proper vehicle inspection.

Actually, I was brought in from where I used to work because i was a driver trainer at a large school who are brought in to train employees at City of Toronto, Ontario Power Generation, Canada Post etc.. our company was hired to evaluate driver safety. I was brought in from the outside to evaluate or do license upgrades from G to DZ or AZ.
I was then offered a job originally in fleet services and then offered a job in Transportation Services to do Heavy Equipment Certification---and the dude was Italian,,,
