The head of a powerful international institution is about to announce his candidacy for the French presidency. All the polls show him well ahead of the unpopular incumbent. The gilded salons of the Elysée Palace seem within his grasp—until a stunning event derails his presidential hopes and his political career: incredibly, improbably, he is accused of attempting to rape a New York hotel maid and is arrested aboard an airplane shortly before takeoff.


It could be the plot of an international thriller if it were not true. At least the above details are true—Dominique Strauss-Kahn, 62, the dashing silver-haired director of the International Monetary Fund, sits in a New York prison cell after a Manhattan Criminal Court judge denied his bail request on Monday. He faces up to 74 years if convicted on charges of attempted rape, sexual abuse, and illegal imprisonment. Those are the facts. What is less certain—at least until it is proven in court—is whether the astounding accusations against him are wholly or even partially true.

If Strauss-Kahn is guilty as charged, no one could condone such outrageous behavior or such a baffling lapse of judgment. He would deservedly become not only a political outcast in France but the inmate of a U.S. prison for years to come. But you don’t have to be a knee-jerk conspiracy buff to entertain the notion that Strauss-Kahn just may be the victim of a set-up. If this were indeed the plot of a thriller, in fact, that would be the most intriguing and most likely scenario. And the key question would be this: who profits from this character’s downfall?

In the real life arena of French politics, the most obvious beneficiary is incumbent President Nicolas Sarkozy, increasingly unpopular in the polls and likely headed to a humiliating third-place finish in the May 2012 elections. Another beneficiary is Marine Le Pen, the newly named head of the far-right anti-immigrant National Front Party, who polls were placing in second place behind Strauss-Kahn in the presidential contest. Also standing to gain from Strauss-Kahn’s disgrace are his Socialist rivals who hope to replace him as their party’s standard bearer: former party chief François Hollande, current leader Martine Aubry, defeated 2007 candidate Ségolène Royal, and former prime minister Laurent Fabius. Other beneficiaries might be found among those who oppose Strauss-Kahn’s policies at the head of the IMF, where he has pushed a lenient bailout plan for debt-strapped Greece.

If I were writing a thriller along these lines, I would find a plotter among the above “suspects” who pays a 32-year-old African immigrant hotel maid to blow the whistle on this bothersome Frenchman. The news that an activist in Sarkozy’s conservative UMP party was the first to announce Strauss-Kahn’s arrest via Twitter just minutes after it happened does raise unsettling questions.

Even bigger questions emerge when one considers Strauss-Kahn’s position. On the one hand, he is known as the “great seducer” and makes no bones about the fact that he is a womanizer. In 2008 Strauss-Kahn, who is married to French TV journalist Anne Sinclair, admitted to having an affair with a subordinate at the IMF. This week, a young woman emerged with a story of being molested by him during an interview nine years ago. Like Bill Clinton, he is a man with a zipper problem that has in the past outstripped his better judgment. On the other hand, Strauss-Kahn is a man of uncommon intelligence—a former economics professor, ex-finance minister, fluent speaker of multiple foreign languages and, most important, perhaps, an expert chess player. Considering the presidential stakes that were clearly within his reach, is it plausible that he would be cavorting naked through his hotel suite and committing acts of sexual violence on a chambermaid in so public a place as a New York hotel? If he did that, he deserves the severest of punishments. But is it plausible?

French opinion, in any case, has reacted with a mixture of disbelief, shame and outrage. Sarkozy’s spokesman has called for “extraordinary prudence” in discussing the affair. Marine Le Pen is practically gloating over the downfall of her leftist rival. And Strauss-Kahn’s fellow Socialists are mostly taking an innocent-until-proven-guilty line. As for the general French public, which shrugged off Strauss-Kahn’s past womanizing antics as par for the course in this sexually liberal society, there would be no tolerance for sexual aggression if those charges are indeed proven. But as Strauss-Kahn awaits his day in court, it appears clear that his chances of even entering the Socialist Party’s primary contest are virtually nil, and his presidential hopes are dashed. If he is the victim of a plot, it was a damn good one. And if not, France has dodged a bullet.

Semen, a cell phone and surveillance recordings could very well turn out to be the proof that puts Dominique Strauss-Kahn, who is accused of sexually assaulting a West African chambermaid who came to clean his suite at the tony Sofitel Hotel in New York City, behind bars.

But the entire incident may also wind up being proof of something more symbolic and disturbing: That men like Strauss-Khan, who heads the International Monetary Fund, seem to be more inclined towards exploiting vulnerable people than they are towards helping them.

That goes for nations and individuals alike.

Here’s the story so far. Strauss-Khan, a man who was favored to become France’s next president and a man whose organization is supposed to help developing countries but ensnares them further in debt and misery, emerged naked from the shower and surprised the chambermaid, who thought the suite had been vacated.

She told authorities that she apologized and tried to leave, but he chased her down a hallway and pulled her into a bathroom, where she said he sodomized her and forced her to perform oral sex on him. She ultimately broke free and reported the incident to hotel staffers, who summoned the police.

Strauss-Khan was denied bail, and now sits in prison as he awaits a court hearing on Friday.

If he is ultimately found guilty, it could mean a few things.

It could mean that he simply is a pervert. Or it could mean that he felt free to treat the African maid in the same way that the IMF, as well as the French-led peacekeepers in the Ivory Coast and Congo, felt free to exploit Africans while purporting to help them.

It’s been that way for some time now.

According to Africa Action, a Washington, D.C. organization that has been around since 1953 trying to improve the plight of African countries and foster policies that spur their development, the World Bank and the IMF’s policies have hurt Africa. Over the years, the IMF has forced Africa to adopt structural adjustment programs in order to get badly needed loans.

But the conditions for the loans – such as privatization of basic services such as water – often undercut availability, lead to disease and misery and leave everyday Africans impoverished and struggling.

They also leave the countries more in debt.

Then in 2005, when the French were trying to quell a conflict in the Ivory Coast, a number of its soldiers began to see the country as a place to act out their crudest fantasies. Twelve soldiers were sentenced by a French military court for repeatedly robbing a bank, while four were accused of sexually abusing an Ivorian girl.

Then there’s Didier Bourguet, a senior United Nations official from France, who, during that same time, was supposed to be in Congo trying to help keep the peace, but instead used young Congolese girls for Internet sex porn. He took photos of himself having sex with the girls.

In one photo, it was reported that a tear could be seen rolling down the cheek of one of his victims.

Bourguet wasn’t the only UN official who sexually exploited African women and girls during that time – and the French certainly weren’t the only ones doing it. Peacekeepers from countries raped young African girls - many times after luring them with foodstuffs such as jam and peanut butter - and then forcing them to have sex.

They did it because deep down inside, they saw these African females as objects and not humans. Therefore, their mission to protect them came second to their duty to act on their crudest impulses, using girls as young as 11 as if they were a piece of tissue or a toothpick.

Of course, Strauss-Khan is innocent until proven guilty. But so far, the incident makes me think about how, for the powerful people and countries of the world, all things African seem to be easy pickings.

And how a West African woman who immigrated to the United States to work as a hotel chambermaid may not have traveled far enough to escape that fate.

The maid, who works at the Manhattan Sofitel, claims that on Saturday the IMF managing director locked her in his $3,000-a-night suite, attempted to rape her and forced her to give him oral sex.

The maid was on Wednesday night due to testify before a New York grand jury, which is considering whether or not there is enough evidence to prosecute Mr Strauss-Kahn. If it decides there is, the grand jury, which sits in secret, will issue an indictment that will form the basis of the prosecution in Mr Strauss-Kahn's trial.

The 32-year-old Guinean, who is not being named due to the nature of the alleged attack, has lived in an apartment in The Bronx, the northernmost borough of New York City, since January this year.

The property, where she lives with her 15-year-old daughter, is rented out by the Harlem United Community Aids Center, which provides services including housing to local HIV-positive people.

Typically an adult in the household must be HIV-positive or have Aids to be eligible for one of the group's properties. The maid lived in another Harlem United property from 2008 to this year.

Jeffrey Shapiro, the maid's lawyer, has said that she is a widow. She is the only adult registered at the property, to which she has not returned since the alleged attack last weekend.

A spokesman for Harlem United Community Aids Center said: &quot;We have no comment whatsoever&quot;, and declined to discuss the rules on who is eligible for the group's properties.

A spokesman for Mr Shapiro declined to comment. An employee at Chaim Gross, the company that manages the building, said: &quot;No one is available&quot; and hung up the phone.

Mr Shapiro described the maid, who is staying in an undisclosed location, as a &quot;simple woman, with little education&quot;, who survives from &quot;pay cheque to pay cheque&quot;.

She was given asylum in the US seven years ago and &quot;respects the fact that the laws exist in this country&quot;, the attorney said.

&quot;She came from a country in which poor people had little or no justice,&quot; Mr Shapiro said. &quot;<span style="font-weight: bold">She's now in a country where the poor have the same rights as do the rich and the powerful,&quot; </span> he said, reiterating that his client had &quot;no agenda&quot; except to &quot;tell the truth&quot;.

Mr Shapiro, who has said the maid's world was &quot;turned upside down&quot;, said she only learned who her alleged attacker was a &quot;day or two&quot; after the alleged incident. He described her as &quot;scared and incredulous&quot;.

Now, though, she has difficulty avoiding his image on television and in other media. &quot;She's bombarded with this guy and she can't escape him,&quot; Mr Shapiro said.

Earlier this week the maid was taken back by investigators to the suite, on the hotel's 28th floor, and is said to have pointed to two places where she claims she remembered spitting during the alleged assault.

An 11'-by-4' section of rug is said to have been removed from the suite for testing, while a sink in one of the two bathrooms is being examined for possible DNA evidence.

Mr Strauss-Kahn was denied bail and is being held at New York's Rikers Island jail in advance of his next court hearing on Friday.

The IMF chief is being held in a one-man cell and is on suicide watch after he &quot;did or said something&quot; to alarm officials during a mental health evaluation, the correction officers' union said.

His lawyers say he denies the charges and that forensic evidence will &quot;not be consistent with a forcible encounter&quot;. Mr Shapiro said: &quot;There is nothing consensual about what took place in that hotel room.&quot;
