Yes SistaCtry. I'm not sure who better to train local police departments to respond to a nuclear terrorist attack other than those who have carried one out. The US military being the only armed force on earth to have done so would seem to be the logical place to start.

As far as responding to a domestic catastrophe is concerned, that has already happened. See here.

Section 1076 is titled "Use of the Armed Forces in major public emergencies." It provided that:
The President may employ the armed forces... to... restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition... the President determines that... domestic violence has occurred to such an extent that the constituted authorities of the State or possession are incapable of maintaining public order... or [to] suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy if such... a condition... so hinders the execution of the laws... that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law... or opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.[7]

Yes H_O. That section you quoted constituted a change to The Posse Comitatus Act that occurred under George Bush in 2006.

Anyone interested in the number of rebellions and riots put down by the U.S government should read &quot;A People's GHistory Of The United States &quot; by Howard Zinn which is required reading in many college history classes and which is banned from the public schools.

There is a list of the police and other organizations that have, will or can be used to put down rebellions.
They start with the first and then add the rest as needed.
1) the media (to convince people that all is ok)
2) local police
3) state police
4) National Guard
5) Armed Forces.
That's why a revolution in the U.S. is not easily possible.

Federal troops cannot be used for law enforcement; they can be used for disaster relief or any other national emergency.

Only State troops [the National Guard of any specific state] may be called up by that state's governor for riot control or other law enforcement.

Even funnier is the idea that the USA has 20,000 fresh troops to send on such a mission, lawful or otherwise.

If it were so unlikely to happen, then why has the US Army recently spent so many millions of Dollars developing all these fancy new 'crowd control weapons??! (I gather they 'tested' some of them during Katrina )

Personally, I have been scared witless for years for the day when US Citizens decided they've had enough and all Hell breaks loose in the US. I believe it's only a matter of time.
But 20,000 troops in a country the size of the US is a drop in the bucket. I think that any day now that number will be upped to something closer to two MILLION!

The individual state <span style="font-weight: bold">must first agree that it cannot handle the situation</span>. A state must invite the feds in or the feds can't come in like this.


During the Civil Rights era, when the southern states - in particular Georgia and Alabama - were using their State troops to block integration, the federal government sent in <span style="font-weight: bold">federal marshalls</span>, <span style="text-decoration: underline">not</span> federal troops. Federal cops, not armed forces.


The Bush-era addendum to Posse Comitatus <span style="font-weight: bold">has never been tested</span>; ie - <span style="font-weight: bold">it's never been ruled by Supreme Court as constitutional</span>.

And there's 50 individual State governments that stand in the way, as well.

Or do you think that giving arms to and supporting a rag-tag band of Al-Qaeda operatives to rebel against the legitimate government of their country is legal according to the US Constitution?!

Hardly a 'rag-tag band'. Hundreds of thousands of Tunisians, Egyptians, Libyans, Jordanians, Baharainians, and Qatari. Far more tha the CIA might have 'scared up'.

By the way - the Constitution of the United States of America only pertains to Americans and those in the United States. All of the above ^ do not qualify. Ergo sum, the Constitution of the United States of America isn't relevant to these people or to their countries. There's no question of lawful <span style="font-style: italic">or</span> unlawful 'according to the Constitution of the United States of America' outside of the USA.

Besides, who says that the overthrown governments were legitiimate? Hundreds of thousands of citizens - including large numbers of fundamentalist Muslims who have no particular love for the USA or its policies - of each of these countries said otherwise.

It wasn't repealed. Homeland Security simply rendered it useless - while the Constitution is being ripped up before your very eyes.
